House OK’s Representative Howell’s bill giving victims a second chance

(AREA) — The Michigan House this week approved a bill introduced by State Representative Gary Howell that offers a fresh start for people who were forced into committing crimes as minors during human trafficking operations. Howell of North Branch said he believes people who committed prostitution or other crimes while under control of a human trafficking ring should have the opportunity to clear their criminal records and get a new lease on life. The legislation is part of a three-bill package that cleared the House with unanimous support. The measures now go to the Senate for consideration.
