St. Clair County townships consider millages, marijuana on November ballot

From school millages to seeking permission to opt into possibly producing or selling marijuana in a township, St. Clair County voters will have several questions to answer when they head to the polls for November’s general election.

In school proposals, Almont Community Schools is seeking a 2 mill (or $2 per every $1000 in taxable value) increase in taxes for five years to create a sinking fund. The sinking fund would be used to purchase real estate and pay for construction upgrades, district vehicle and technology acquisition and more. East China Schools is seeking a similar millage, though they’re seeking a 2.75 increase for 10 years for their sinking fund. Memphis Community Schools, meanwhile, wishes to borrow $16.2 million to remodel, refurnish and re-equip school buildings with safety improvements, instructional technology and more.

While Kenockee Township is seeking to amend an ordinance to allow for the sale or production of marijuana, China Township is asking citizens to approve a 1 mill increase for four years to fund road maintenance and improvements.

Finally, Marine City is asking for several measures to be approved, including the establishment of annual compensation for city commission members and the mayor (with a provision that prohibits any annual increase greater than 10 percent of previous rates). Other measures to be approved include the defining of working relationships between the city manager and city staff versus commission members and staff, the development and maintenance of Open Meeting Act guidelines, the process by which a city official is removed and how city contracts should be enacted and implemented.
